Each threshold is a rule of the experiment, not something that happened. The current position, and whether a rung has ever been reached, come from the ledger — and a milestone once reached stays reached.

Contributions, donations, grants and investments can raise cash treasury. None can raise milestone treasury. The ledger enforces it: a contribution declaring a milestone effect fails validation and the site does not build.
